There were, of course, conceptions of good governance and, relatedly, numerous guides to how a prince should behave, but these are analogous to conceptions of how a lord should treat his vassals and rule over his own property. The main link was between the sovereign and his/her territory, conceived of as a kind of property, and no integral relationship was established between the people and political authority or people and territory. Not only were territorial jurisdictions subject to dynastic alliances and marriages, they were also considered part of the ‘spoils’ of war.

3 While the place is typically their own place, membership in the political community means that this right has to be respected somewhere within it, and Hobbes even suggests that it should be upheld by the sovereign. Why might we think that individuals have moral rights of residency? The principal appeal, I think, is to the idea that people have a right to a place: as Hobbes and Walzer suggested, we are physical beings and so we occupy space; but also within that place we develop projects and relationships and pursue a general way of life to which we are typically attached.

In that case, we can say that A is accessible to us in the sense that there is a path to Z, even though it is an indirect path which can be pursued only over time. Even when the moral rights to territory are not directly realizable, the normative theory of territorial rights put forward in this book enables us to consider the justifiability of our current institutions and practices, and gives us reason to work, through our political organizations, through social groups, or even directly in our actions, towards a better world order.
